Does the UK still have a dog licence?
England, Scotland and Wales abolished the dog licence in 1987. Northern Ireland kept it — annual fee currently £12.50. Replacement: mandatory microchipping from 2016 for England, Wales, Scotland.
Microchipping: compulsory
- By 8 weeks old for all dogs in England, Wales, Scotland.
- Owner's details registered on an approved database (Petlog, Anibase, Identibase).
- Failure to comply: £500 fixed penalty.
- Update database when you move home — most overlooked obligation.
The Dangerous Dogs Act 1991
Section 1 of the DDA prohibits ownership of four types:
- Pit Bull Terrier
- Japanese Tosa
- Dogo Argentino
- Fila Brasileiro
- XL Bully — added February 2024.
If your dog is classified as one of these types (assessed on physical characteristics, not pedigree), it must be:
- Registered on the Index of Exempted Dogs.
- Neutered.
- Microchipped and tattooed.
- Insured with third-party liability cover.
- Muzzled and on a lead in public spaces.
- Kept in a secure place where it cannot escape.
The XL Bully ban (2023-24)
Phased ban came into effect in two stages:
- 31 Dec 2023: cannot sell, breed, advertise, abandon, give away, exchange or have one in public without muzzle and lead.
- 1 Feb 2024: cannot own one without a Certificate of Exemption.
- Existing owners had to apply by 31 Jan 2024 and meet all conditions (insurance, neutering, etc.).
Section 3 of the DDA: any dog, any breed
Often forgotten but applies to ALL dogs: if your dog is "dangerously out of control" in a public OR private place (including your own home), you commit an offence. Maximum penalty: 14 years if the dog kills someone, plus a destruction order.
Third-party liability cover
Not legally required for most UK dogs, but:
- Required for banned breed owners (Index of Exempted Dogs).
- Standard in any decent UK pet insurance — typically £1 million cover.
- A single biting incident claim can run to £20,000-£200,000 in legal and medical costs.
Public liability via household insurance?
Most UK home contents policies include some pet-caused damage liability — check yours. Often limited to £1 million and excludes "dangerous breeds". A dedicated dog insurance liability section is more reliable.
Other UK obligations
- Identification tag: name and address of owner on collar in public (Control of Dogs Order 1992).
- Council tax for dogs? No, but local by-laws may apply (e.g. requiring dogs on lead in certain parks).
- Poo scooping: fixed penalty notice £80 in most councils.
